Token Governance
Token governance begins under ALX Labs, LLC stewardship and opens to community participation in published phases. As each phase activates, token holders are intended to vote on ecosystem priorities, service parameters, grants, and treasury spending.

ALX Protocol is independently usable. Holding the XNDR token does not change protocol conformance or Block validity; governance applies to XNDR Network services and ecosystem resources.
Governance Phases
Initial Stewardship: Launch Through 2027
ALX Labs, LLC administers early governance through a multisignature wallet requiring approval from at least three of five designated signers.
Community Participation: 2027 Through 2028
Community advisory votes begin as the network reaches operational milestones. Each published proposal has a discussion period, a voting window, and a recorded outcome. The proposal threshold, quorum, approval rule, voting period, and delegation rules are published when community advisory votes begin.
DAO Maturity: 2028 and Beyond
The long-term model is on-chain governance with treasury controls, emergency multisignature safeguards, and community-selected advisory or delegate structures. The exact mechanisms depend on technical readiness and community review.
Treasury Governance
- Launch Through 2027: ALX Labs, LLC approves expenditures through multisignature controls.
- Starting in 2027: Material treasury allocations go to community advisory review. The threshold for a material allocation is published with those reviews.
- By 2028: Material expenditures are planned to require on-chain community votes.
Governance Scope
Governance may cover:
- Service parameters.
- Grants and ecosystem funding.
- Treasury allocation.
- Strategic partnerships.
- Supported infrastructure priorities.
- Future XNDR token utility proposals.
Governance cannot redefine ALX Protocol by changing a token parameter.
